The safety bill, vote early rallies, and export curb edition: Anthropic has quietly pitched Capitol Hill a draft frontier AI safety bill, per Politico via Reuters, where the government could block a model only on a foreseeable, imminent risk of more than $1 billion in damages or more than 50 people killed or seriously injured, tied to a bioweapon, a model evading its developer's controls, or a cyberattack, with independent evaluators registered with the Commerce Department reporting imminent risk within 72 hours. No Kings held a Vote Early day of action across New York today, with 12 mid-Hudson Valley sites including Beacon, Poughkeepsie, Rhinebeck, Newburgh, and Kingston, ahead of New York early voting October 24 to November 1, and local turnout had not been reported by airtime. Plus China drafts export curbs on 40 technologies, 23 of them AI, plus chips, solar, and biomedicine, citing national security, with public comment until November 15. Hosted by Noel.
